Neon Tetra Disease!?

I bought 10 neon tetras today from PetSmart. While I was out of the house, one got caught on the filter and died, but that isn't important right now. One of them is not swimming around very much or schooling with the others and it's colors are faded. Does it have neon tetra? Another one is a little pale but isn't acting sickly. Sorry for the poor quality photos by the way. Help is both welcome and needed, thanks!

Sorry the pics are pretty bad to make much out.
Can you please post water stats in ammonia, nitrite, nitrate, and ph?
 
Signs of NTD
 
Red area will look bleached out.
Or small white patches on red area that grow over time.
Blue area will have a milky substance, or turn a golden yellow colour.
Black lining around the tail area.
Fish will leave shoal.
Fish will become restless.
Bent spine.
Fish will lose weight and look very thin, tummy area will bloat up.
Swimming in an odd manor.
Later stages dropsy, popeye.
 
Ammonia: 0 Nitrite: 0 Nitrate: 1ppm pH: 7.6
The red was very faded yesterday and it was isolated, but this morning it seems to have gained some color back, even though it still isn't swimming with the shoal. I'm hoping it was just stressed from moving tanks.
