Need Help...please!

Okay in a nutshell...
 
I inherited a 60 ish litre tank about 5 years ago, and 3 goldfish, since then I have added 2 loaches (Eel like creatures) and all has been going well...I know after reading on this forum I have been doing things totally wrong...I'd never do a water change, I'd just totaly clean the tank out and put the fish back in about every 3 months....I always thought I was looking after my fish, feeding them daily, and giving them a good clean, i had no idea I wasn't supposed to do it like this! so apologies to anyone that reads this, but seriously I had no idea.
 
Recently, one of my goldfish has had buoyency problems, and kept flowting to the top, or on its side...it's been like this for approximately 2 months...I have tried peas but to no avail - and bought swimbladder treatment but no response.
 
I have just moved house, and bought a new Intrepet 64l tank with a new filter etc, I set it up and left it for a week, and they all look at home in their new tank...I will be getting a API testing kit and trying my best to look after them the right way from now on. However the poorly fish is now rooted to the bottom of the tank, and looks to be having great difficulty moving at all, is it swimbladder? What can I try? can he be saved? Also how often should I be doing a waterchange, and how much? I will add a pic of the setup later.
 
Thanks in advance - I know this must be really frustrating for anyone reading - but seriously I had no idea I was doing it so wrong.

Sorry for your problems, do you still have your old tank to quarantine the sick fish?  If so I would isolate and treat in a seperate tank from the other fish.
 
Sounds like swimbladder, my GF had a goldfish like this which would swim upside down etc, would get a little better with peas but eventually she had to get it euthanized due to decreased mobility and poor quality of life.  Hope somebody can help you out more but I have never seen a fish fully recover from this problem.

Thanks for all the advise, I have bought a seperate tank, and will give him care in this....has anyone ever had a fish recover?
