My Plec does not hardly move during the day and always hides behind my filter. At night time when the tank light is switched on he seems to come to life, however when I switch the room light on he makes a hasty retreat to his favourite position behind the filter and will not come out until he knows nobody is about. Can anyone please advise if this is normal behaviour for a Plec (i have only had him for 4 days),

Oops i typed in that at night time when the tank light is on at nightime when it should have read off, oh dear it think i've had too much to drink tonight lol

Thats fine for plecs, there quite nocturnal. So the plec mught not like your light being on. It will get used to it and will come out more often to feed. :)
If you want, get a blue moon bulb. This simulates to light from a monn, so switch it on for an hour at night before you go to bed and you can watch it come out to play (mind switch the other lights off).
