My Plant Is Growing Black Hairs?

My plant has developed short, bushy black hairs. What does this mean, and what can I do to resolve this issue?
 
It means Black Beard Algae.  Probably due to fluctuating CO2 levels. 
 
Is that a health hazard to my fish? What can I do to remove it? Mostly it is on my plant put there is a little bit on my tube that blows little bubbles and my heater.
 
Not harmful, just ugly.  Remove by hand (if possible), and try to determine why the CO2 levels are fluctuating.
 
Adding a bit of liquid carbon to the tank can help, if its about CO2.
 
I had a few plants growing black hairs then realized this is how my java ferns are reproducing!
Are the plants you are talking about java ferns? :)
