Murky Waters

My water at a glance looks clear but when you look at the surface from underneath, there apears to be a murky slick, and my fish appear to be breathing from the surface or eating something, any suggestions?

I'm going to do a test soon, I use a C02 kit which may be the problem, i'm not sure if it's a side effect of the white spot treatment.

What are your test readings? Ph, Ammonia, Nitrite?

Do you use an airstone? How long has your tank been set up?
