Molly Acting Weird?

Hi, I have a molly who sometimes stays near the surface though I have good aeration, and Iā€™m not sure what quite is the problem. The pH is fine(8.0), the water quality is fine overall, i have zero ammonia, and zero nitrite, and no nitrates. Is gH the problem here? My General hardness is 268 PPM, is that really hard and causing discomfort? And tank size is 10 gallon, and diet I feed is betta bug bite flake.
 
The hardness is fine, mollies need at least 250 ppm. But the tank is a bit on the small side for mollies - tanks at least 3 feet long are recommended for them. They are big fish when fully grown.
 
Pictures and video of the fish and a picture of the whole tank?

The fish could have gill flukes. Video might help ID that.
