Looks big enough to have started growing bristles so I would say female.
 
The way to check for sure is to coax the fish to the surface and reach underneath it. Rub your left index finger along the belly: if he laughs it's male and if she laughs, it's female; foolproof!

Almost certainly a female then.

Yes it's female, at that age and size it would be obvious if it was male with many more bristles, females can have them as long as they don't extend above the snout.
