Hello I have a ten gallon RCS breeding tank that I am going to heavily plant and was wondering what lighting is the best for such a tank? I am open to getting a new lighting fixture but if replacement bulbs (using standard starter kit light fixture/bulbs) could do about as well id be all for that! Note: I am not growing crazy hard things I am talking about like xmas tree moss, java moss, ferns etc.

Would LED lights be best for plants? Petsmart has pretty cheap marineland LED lighting

Most just use something like an Arcadia arcpod 9w or 11w this i would imagine be fine for your needs... but there are many lights which would be suitable ... the LED you've mentioned would probably work just aswell.
