flourescent theyre cheaper and leds are in a trial stage (as main lights for plant growing)really so it could just turn out to be a waste of money
I don't grow plants. Just switched from 2 tubes to an LED and very happy! Expect my electric bill will be less but then, considering how little I use the lights, I won't actually 'see' a change in the bill. Had to buy lights, and this worked for me.
I have recently changed from bulb/tube lights to LED lights on my nano tank and 10g tank.
I have to say that I prefer the LED to the bulb light I had previously on these two tanks.
Having said that, on my 90l tank, there are standard T8 tubes, i will be changing that to T5's as I believe these will be better for plant growing as I plan to have that tank as heavily planted high tech tank with just a few fish, shrimps and snails.
Marine set ups for example are nearly always better with LED light set ups while tropicals can be either way really, depends on plants and tank set ups.

For initial outlay, tubes are still cheaper.
For a tried and tested answer, tubes are well understood.
For lower running costs LED's are generally cheaper in both power use and replacement costs (although some cheap LED's are fairly shortlived).
For control over light types, LED's are rapidly gaining the high ground. Cheap sets won't compete with a fairly cheap and simple to arrange T5 rig, but the more expensive LED options can be perfected to exactly the colour types that people want, and some can be tweaked to the users needs as well.
Overall, for power usage, you'll only really notice if you have a lot of light, so it's really more relevant for high energy planted tanks and reef tanks, but is increasingly an issue if you pay the electricity bill.
