I'll chime in here on the questions.

Were it my tank, I'd go with the 3 whites/1 actinic T5 setup AND add the LED blues. I could get into an hour long discussion about this, but suffice it to say that while actinics don't have all that much PAR compared to whites, they still put out lots of usable energy for corals. If you really want me to get detailed on it and go all scientist on you I could over the weekend ;).

Don't expect cheap LED's to be able to moderate the color of the tank much, the white tubes will be WAY more powerful. Instead, use the LED's to simulate dawn/dusk and lessen light shock. Only the really high power LEDs that are expensive are even possibly capable of bluing the look of a tank with a lot of white tubes.
