Would this filter- http://www.petco.com/product/4051/AquaClear-Aquarium-Power-Filters.aspx?CoreCat=certona-_-ProductListTopRated_Fish_2-_-AquaClear%20Aquarium%20Power%20Filters-4051 be good for a 20 gallon tank??? Would it replace the need for a protein skimmer or should I get a big penguin filter or emperor filter hang on???
And what about this lighting http://www.marinedepot.com/Ecoxotic_24_Inch_Stunner_12_Watt_LED_Strip_Linkable_LED_Light_Fixtures-Ecoxotic-XX08100-FILTFILDLK-vi.html for a 20 gal?
 
I won't be able to advise on the lighting but I can on the filter. If you use the filter with the included filter media, it will pretty much be doing the same thing as the live rock in the system so it wouldn't really be too beneficial.

A protein skimmer and that filter serve different purposes. Personally, I would get an aquaclear 70 and convert it into an hob refugium with chaeto.

I would take out the bio wheel and use the penguin 55 i think w/ 400 gph and use a protien skimmer would it work
 
Would the AquaClear 110 modded w/ refugium and still have the carbon bag and sponge replace the need for a protien skimmer???
 
Do you plan on keeping corals of any kind? The LED strip you have linked will not be sufficient for coral. I believe it is just a "stunner effect" light. Just there to add color and WOW! I might get one hehe. But T5's are kind of a minimum for most tanks with coral =)

I have a 29gal and I will be placing a skimmer on it, just for the "clean water" factor. Right now I have ran the tank for about 8 months with no build up of ammonia, just 35% water changes weekly.
