Lethargic betta

Hi, in the last few days he started to show lethargic behavior. he comes to eat but he sits alot during the day, he never did this befor. He is in a 50L with filter and a heater.
water P are 0,0,5 , he is alone there. he also has a bit of rigged fins
we moved a few days ago and it started after that,s it might be beacuase of that but im worried beacuse it dosent get better for a few days
What do you reccomend to do? should i start a treatment?
 
Don't start with treatment when you don't know what's wrong with him?
What tank temperature is currently? I would suggest doing a 50% water change and raising tank temperature to 80-82 F to see if he perks up.
Although if he's just resting, this should be perfectly fine, bettas won't swim around constantly like other fish do and so they will rest, by laying around.
Is the tank cycled? Any other fish in the tank?
 
already did wc, its not normal fr him and he is doing it all da exept when i feed.
the temp is 27C
no there are no other fish and the theres no ammonia or nitrit

Yes, higher up the temperature to 80-82 and do another 50% water change.
Post a video as @Colin_T said.
By any chance, is your betta bloated?

the P are 0,0,5
his only symptoms are slightly rigged "arm" fins and the lethargic behavior, no other symptoms not behavioral and not phisycal
