Lethargic and injured Betta | WHAT TO DO?

I have a female betta. It's in a 250L community tank with some angelfish that are guarding eggs and a group of rummy nose Tetra. Lots of plants.
She's been lethargic lately and spending her days up on the surface near the heater. Her back is partly out of the water, she's blowing a few bubbles and has some white fungus (I'm thinking it's an injury over my years). But want to confirm with some professionals.
The temperature is set to 24-23 degrees celsius. The pH is 7.2.
The Angelfish might have nipped her for getting too close to their fry, but want some thoughts from you guys here.

That temperature is a bit too low for bettas.
Colder water can kill the betta, as the betta's immune system will slow and make them susceptible to disease.

Probably should move her to a warmer tank around 26 degrees and add some blue planet fungus cure.

I would say shes lethargic because of the fungus and being nipped and possibly due to it being to cold also.
