I don't actually own a cold water tank so this question is not really important but just out of curiosity...
Are there any goldfish variants or similar species that wouldn't actually outgrow a bowl or a small aquarium?
 
the only thing i can think of are variatus platy's they get to about 5/6cm and are ok in coldwater
 
It depends on the size of the tank. Some small glodfish that you would get at petco for a dollar, probably not. Keep in mind they are messy fish so you would need a filter.
 
I would think that the most similar fish to goldfish that wouldn't outgrow a fish tank would be rosy red (fathead) minnows. As they are both carps, and the photos of rosy reds that I've seen on a site for sale in the UK have an orange colouration. Otherwise, Rosy bitterlings are also from the Carp family, and have a more similar shape to goldfish than rosy red minnows, but an even less similar clour. Various forms of minnows and bitterlings appear to be the only forms of carps available in the UK that I can find that will not outgrow a, say, 60cm x 30cm x 30cm tank.
 
Personally I don't think even white clouds would find a 'bowl' to be a suitable home.
