just wondering if jbl aquabase with a covering of sand will affect a fishless cycle?

Depends of u soak it first i think it can give off ammonia if you don't, not completely sure but I think that's right.

no, don't soak it...it's only contains micros, it doesn't contain micros and doesn't leach ammonia. It should be placed in dry and then capped with whatever. It won't affect a fishless cycle.

Is it the manado that gives off ammonia and needs soaking?

Monado needs soaking, it doesn't leach ammonia, but will change you KH and GH if not soaked in warm water for a few days.
