Yes, you can safely change the substrate. Rather than me typing it all out, have a look at Byron's posts (#3 and #12)in this thread, he explains it well. This thread was about a betta's tank but it applies to all tanks.

Another questions: Can I use “shrimp substrate” in betta tank? I found it in the garage to day and want to use it.

Yes, but if it is an active substrate it could mess with the water parameters and raise the ammonia at first.
