One of my male bettas had taken to just laying at the bottom of his 1 gallon bowl for long periods. He eats fine, has no abnormal markings on his body, no outward signs of illness. But he'll just laying there then suddenly pop up flare at his nieghbors then go back to laying on the bottom, could somethig be wrong with him, or is he just lazy?

Hard to say. . it might just be lazy. As he's not lethagic enough to show his neighbors what for. Keep monitoring and keep up w/ water changes.

my betta often 'chills out'

I have read somewhere that their fins are quite heavy and so wear the fish out a tad from time to time.

If he's in a 1G bowl, and he has other fish in the tank he won't be happy, bettas are recommended to be kept on their own, and putting them in a 1G bowl, for one the bowl is too small, and two you shouldn't place him with other fish, unless you have about a 10G tank, and even then sometimes they should not be placed with other fish.

1 Gallon is not to small. It's the minum. Now, if he's on the bottom, and still eating good, I wouldn't say he's sick. If he wasn't eating, I'd say he was. I think he's just lazy.
