Is it possible for some platys to be short-sighted?

So we got a 4th platy, black with blue-ish stripe. Lovely creature. Very friendly - although he seems to intimidate the others by his mere presence [I am a black, so kind of feel for the poor guy]. Anyway, he doesn't seem to be able to see anything except for what is in front of him. When the other platys get all the flakes on top, he just runs around trying to catch the things floating down to him, thereby getting much less than the rest. I feel bad for the little fella [who would probably remain little, despite the other ones getting pretty big]. Anything we can do? Sounds a but futile but it never hurts to ask.
 
It's more likely the fish is being bullied by the dominant fish in the tank and the weaker one is taking refuge in the bottom half of the aquarium.

Make sure you have lots of plants in the tank so the new fish can hide if it feels threatened. If it continues, you might need to move it into another tank.
