Injured Betta?

I got this Betta yesterday, and his fins look a little hurt? I'm not too experienced with bettas and was wonder if his fins are supposed to be like that or not :)

It looks like fin rot to me. And also what size tank is he in, and did you cycle the tank before putting him in? What are the parameters ammonia, nitrite, nitrate, and ph?

He's in a 1.5 gallon, and we don't know the parameters. We did use water conditioner when we added water though.
 
Change his water every day for a few weeks. Drain out most of it and leave a little bit in the bottom for the fish, then fill it back up with dechlorinated water.
