Inhabitant Suggestions Needed

Okay I need some suggestions for a small setup I already have. If I give your guys the tank stats, you can tell what you would suggest.

Tank Size: 3.5 US Gallons (with secure lid)
Filtration: None
Heater: None
Temperature: A steady 20C
Substrate: Sand
Ornaments: A large pottery vase & fake plants

I was thinking maybe African dwarf frogs (which I really love).
But they are being kept in heated tropical tanks in the pet store. What do you think?

If you can bring the temperature up a few degrees, it's a perfect place for a betta. There's not much you're going to be able to keep in 3.5 gallons, but that shouldn't discourage you either.

A ghost shrimp tank? have like 3-5 of them maybe. They can take pretty cold temps, but will just be a bit less active than in a heated tank if I remember what I read about them. They are also really cheap to buy -but don't let that be an excuse to not maintain that little tank.

Maybe you can have 1-2 guppies in there, and 1-2 shrimp? However, the temperature would really be borderline for the guppies.

Without filtration, you'll need water changes pretty frequenly - like changing 1 gallon of water 2 times per week maybe.

get a heater, or else you'll be restricted to some snails or shrimp

a betta is the only fish that could thrive in 3.5 gallon unfiltered

you will have to do water changes twice a week though
 
Actually Ghost Shrimp are rather expensive round here (5 for £12)

I really can not get a heater, there is no option of that.
Also i was going to do a 1 gallon water change every 3 days...

So would you guys and girls say no to 2 african dwarf frogs?
