infestation!

Hi, there is a big problem in my tanks, a guppy has red worms protuding from it's anus, which I understand are callanus worms... how do I treat it? I also have to consider may invertabrates, frog, shrimp, snail... will they get them too? how do I treat them? can I get them??? Next there are also clear tiny bugs swimming on the glass, I can see there tiny legs... aswell there are tiny jumping beige-red bugs on the top of the water and the plants sticking up on the surface. water levels were not so good as I was away, but are good now. How do I treat this mess or are they done for... help
10 gal
1 african frog
1 ghost shrimp
3 guppies
5 fry
1 clown loach

30 gal
4 neon tetras
4 buenos ares tetras
4 strawberry tetras
3 apple snails

I'm sure I have allot of work ahead of me... I'd appreciate all the help I can get

Fist of isloate the fish with the worms, depends on your location for treatment, very hard to get rid off even when treating, if a fish is really infested with them best to put it down, strip the tank down and start again, the clown loach need to be in groups to be happy and need large tanks.

I had this, In the end I lost about 20 guppies, A khuli loach and a cory, The only things that suvived were 2 sucking loach
