In the UK there is at least one qualified place that will rescue aquatic livestock...even collecting from the owner's home if required

They also rehome rescued/rehab livestock and have an excellent reputation for doing so properly

(They also sell and auction their own breed stock and imports. I have had fish from them and all arrived in perfect condition and still alive and swishing over a year down the line)

No to the Betta. As @Naughts says, it isn't suitable for a Community tank really...though some would argue it is.
I also suspect the frogs are doomed.

Nah...Betta can thrive in community tanks.I keep mine with guppies.
