If my tiger lotus bulb floats is it dead?

I broke the bulb off my tiger lotus in the hope of propagating another in a planted jar. It’s just floating around. Is there a chance it will germinate or should I just get a fresh bulb?

I planted a bulb that came with the top broken off over a year ago and it just disappeared!.lol..must have rotted. The top has never gotten much size and incredibly,twice has died to almost nothing..then made a mild comeback. I need to order another that I hope will come healthy for my $8.
