The fish have a really bad case of white spot and if the fish are near the surface, they are trying to get oxygen. Keep the aeration going and give the heat time to do its job.

Do not remove the plants or anything else.

Salt does not help kill white spot. It simply reduces the chance of infection after the white spot parasites drop off the fish.

A number of white spot cysts opened the other day and this is what happened. This is why you drop the temperature and do a huge water change and gravel clean every day until you get the temperature up. To reduce the number of parasites in the water so there are less to infect the fish.

yea man, it was already at 28 as i don't have a chiller so I took it to 30 over the course of that day and did a water change before hand. Thank god for amazon prime coming with the heater next day
