I Think One Of My Fish Has The Beginning Stages Of Dropsy-- Question A

I just lost one of my angels, not sure why though. All my levels are good, temp is good, etc. I just looked at one of my rosy tetras and he looks like he has the beginning stages of dropsy. He seems bloated and is swimming oddly upwards- what else could it be? I have a 65 gal tank, can I treat the whole tank with Melafix? Is there anything else I can do? Thanks.

Edit: I dosed 6 tsp of Melafix and did a 30% water change. What am I missing? I feel bad and want to do anything I can to help him.

Could you post the actual numbers from your tests please?
 
How long has the tank been running and what/how many fish do you have?
