i have a group of 6 bolivian rams 2 males 4 female what are the chances of breeding.

i have a 400 liter 5 foot tank, plenty of plants, smooth stones soft water ph is correct and water flow is slow and steady.

how could i promote breeding?
 
chances are pretty high. frequent water changes to keep nitrates low. a large-ish water change (40-50%) using cold water can help (a drop of 2-3C). And a good diet.

but they have to be mature first
 
I would say you have a very good chance of getting a pair. I have never personally kept bolivian rams but I would expect at least 1 pair to form from that group, maybe 2 if you are lucky.
