How to get a tank to become spotless??

Hey guys im so mad. I have a 46 gallon tank that has been set up for about a month. I have 1 female black molly and live and artificial plants. My problem is that the tank is never spotless. Let me see if i can explain this in detail. There is like some sorts of white dots in the water. These white dots dont grow on the tank. It looks like its dust inside the water. Floating around towars the top. It is so annyoing. The fish doesnt seem to mind shes happy. But it drives me crazy. I chage the water every week and vacum the gravel but no matter what those little dots that look like dust are always in the water. I hate it. Is there anything that i can do to fix this it is driving me insane. And at the top of the water there seems to be like a sheer of dust. I hate it. My 10 gallon tank doesnt have this problem. My 10 gallon tank is so clean and it has fry in it. Can someone please please help me i need to solve this problem its driving me crazy. I would love any help Thank You so much.

what kind of filtration are you running?

its because there is no air at the top of the tank, point the filter jet towards the top or put the filter at the top and it will go away

I have a penguim 330 and i was thinking of adding another one to see if it would get rid of the whote dots.

i had something like that, it was just air bubbles. I moved the filter up so that the little spout thingy (that's a technical term!) is just underneath the surface of the water and hey presto! problem solved
