i have a 64 ltr and a 125 ltr tank just wondering how many fish i can keep in each  one (balloon mollys platys guppys )
 
You should be able to keep 16 inches of adult fish in the 64 litre and 33 inches of adult fish in the 125 litre. Work out what size they will ultimately grow to an go from there.

I'd also be careful of anything over 3 inches in the 64 litre and anything over 4 inches in the 125 litre.

The inch/gallon rule is very poor. By logic of in/gal., you could place a 29" fish in a 29 gallon. However, a 29 gallon is only 30" long! To be fair, you did recommend max fish sizes, however still, it is not a good rule. The rule merely takes into consideration fish size, and does not account for bioload, aggression, dwelling level, or anything like that. Once again by logic of inch/gallon you could put 5 dwarf puffers in a 5 gallon, when it is only recommended to have one in there. If you must have some number or anything, there are online stocking calculators that do a slightly better job. However, they are still not perfect.
 
Sorry, I think the inch per gallon rule isn't very poor, especially for beginners who need something to go by. Anyone looking to keep more specialist fish rather than the standard community fish would have to be very silly not to do any research on their new fish anyway.

Sure they may not but there is nothing that can be done if someone decides to keep piranha with goldfish say. There are always stupid people out there. We can only try to help the sensible ones and do our best on the not so sensible ones!
 
I think the point about the 'inch per gallon/cm per two litres' is that it refers only to standard, slim bodied tropical fish of less than three inches, adult size.
 
With that proviso, it can be a good rule of thumb for newcomers.
