hiding all the time

hello my 1st 15 galon is stated below the pengiun tetra is, about 3 cm and since the pengiun has been introduced it keeps chasing my other fish around and my cardinals and rummys are now hiding most of the day but the pengiun tetra is always out could it be that the rummys and cardinals are scared of the pengiun tetra?

6 rummy nose, 8 carindal, 2 blue rams, 1 pengiun tetra

In most cases the introduction of a new fish or fishes can cause kaos in an established tank. Have you tried rearrangeing the tank?
