Tested my water levels today and these are the results.

Day 38.

Ph = 6.0
Ammonia = 0
NITRITE = 0
NITRATE = 0

Did 50% water change 4 days ago.
Am I cycled now?

I know co2 lowers ph but is it safe? Want to get 1p rummy nose and 20 shrimps as a starter.

If...
I am cycled waters the procedure for maintenence?
Fert 1x a week
25% water change a week
Water treatment with water treatment

Correct? Anything else?

When did you last add ammonia?

Maintenance - at least 50% a week.
If you use buckets to do the water change, add water conditioner/dechlorinator to each bucketful of new water at the dose rather for the volume of the bucket.

A week ago. Ammonia. Not sure if I should add more and how much? It's has no livestock at all.

A cycled tank is one which can clear 3 ppm ammonia to zero ammonia and zero nitrite in 24 hours. So in theory you need to add another 3 ppm ammonia to check.
But you have plants in the tank. Are they growing well? And are there a good number of plants? If the answer to both is yes, you should be able to get fish and the pants will remove the ammonia they excrete. Buy your fish a species at a time, and monitor ammonia and nitrite every day for several days afterwards. If they both stay at zero, good. if they don't, you'll need to do water changes to remove them, and not get any more fish until you know that the levels are staying at zero.
