Is a 300 watt heater to much for a 50 gallon tank? Tank has lots of rocks and substrate, decorations, and plants so true water volume is closer to 40-45
 
Yep, agree that’s fine.

Heaters will only heat up to the desired temperature and simply stop heating until the water cools down below a certain temperature is all.

I actually prefer putting in a larger heater than is strictly required as is more economical and heats water a little quicker.

In fact if you have large tanks then two heaters at each side of tank is certainly no bad thing as stops cold spots in the tank and keeps whole tank at a more even average temperature.
