Has It Cycled?

Hey everyone
I have had my tank for around 3-4weeks now and i had to do a cycle with fish,
the ammonia i never saw rise to much but is now at 0 and the nitrite levels rose to around 5 and after many water changes is now at 0. the nitrate is around 5, now
do you think the tank has now cycled?
i have:
4 peppered catfish
6 black skirt tetra
2 dwarf frogs
2 golden zebra loaches

And the tank is 190ltrs.

Difficult to say as you've diluted the nitrite with water changes and it could still spike. I would suggest waiting a month for the tank to stabilise before adding any more fish.
3-4 weeks is very quick for a fish cycle to complete unless you boosted the filter.
