Goldfish Problem :(

~150 gallon pond with ~20 2" goldfish.
 
pH hovers around 8-8.5
ammonia, nitrite, nitrates at 0
 
There are hornwort and anacharis plants in the pond. There are ~15 trapdoor snails crawlin' around also. 3-4 frogs are constant visitors.
 
I have a mechanical, UV, and bio filter. The pond has been established since May.
 
The issue is only present in one fish. I've isolated him from the rest of the pond for the time being.
 
These fish were introduced into the pond while it was being cycled, ~5 of them died off while the ammonia/nitrates were high. The rest have been doing great since.
 
Any help would be appreciated!

It certainly is dropsy.
 
Unfortunately, dropsy is more of a symptom than a disease in itself, and once the fish has started to 'pine cone', as yours has, it can be very hard to cure.
 
The first thing you must do, if at all possible, is isolate the fish, in case whatever has caused the dropsy is contagious.
 
You can try treating it with an anti internal bacterial (I would recommend Myxazin) or with Epsom salt baths (2 or 3 table spoons dissolved in a gallon of water, and the fish left in for 20 minutes).
 
I feel I ought to warn you that you are probably going to lose it though.
