I can't tell from the photo but do the shrimps have short 'arms' or long ones?

Have you witnessed a shrimp actually killing a guppy or are they eating already dead guppies? I know that my cherry shrimps will make short work of any dead creatures in my tank. If they are eating dead guppies, we need to find out why your guppies are dying.

As for keeping the light on all night - no this is bad for fish. The tank light should be on at the same time every day for the same length of time; and there should be a period of several hours total darkness in every 24 hours. Without this dark period the fish will become stressed, and stressed fish get sick more easily.
