Plants are not essential in breeding dwarfs, although the male uses some of it to construct his nest.... Just ensure that there is plenty hiding space for the female (rocks & other ornaments) and they will carry on with the process... also a good idea to syphon some of the water out to about 8" depth... They will breed when ready.... (plants or no plants)
That being said, Gouramies are most prone to being egg-bound, which means that the female builds up a whole lot of eggs inside of her, and if she is not compatable to the male for any reason.... the eggs eventually crystallysis inside of her and may be fatal.... If she does not respond to the approaches of the first male within the first 4 days.... try another male.
