can I put guppie fry in a 10 gallon with a heater and a filter but no substrate or plants? just to hold them till they are large enough for the show tank with other full-grown guppies

yes but they will prefer some cover, maybe just add some floaters?
 
You should always have a substrate to stop the fish seeing their reflection on the bottom and to stop light reflecting off the bottom and bouncing up at the fish. You don't need much (1/2 inch is heaps) but you need something on the bottom.
 
What's a breeder comb?
