Fish Is Dying. Don't Know What To Do.

I went home for a break and noticed when I came back that one of my fish was swimming funny. He would do in and out of seeming normal. Over the last few days, its been pretty bad and all he does is kind of flip around. Today I found him stuck to the filter. I don't have another tank or container I can put him in. I saw some stuff online about euthanizing fish using clove oil and vodka. I am to young to buy alcohol and I wouldn't be able to go to a store to buy close oil until tomorrow. What should I do?

Tank:
Size
Is it cycled? If not do a MASSIVE water change or a 100% water change with dechlorinated water or left over night water (if it doesn't have chlorine).
