i am making a wet/dry trickle filter soon and there is one thing that i need to know before i do it.
do i need to have an overflow box incase the power goes out and the pump and siphon turn off and then the power goes back on and the pump does and the tank overflows?
it is a bad explanation but it was the best i could do.
 
Wots the brand and ur tank shouldn't overflow as the amount in ur filter if it was to be put back in the tank should not me able to overfill a tank. most filters will stop wit power cuts and not too sure but some should lock off the water flow.
 
However you make a filter there will always be a 'loop'. If you have an external filter the water will come out by siphon and then get pumped back to the tank.
The only time you'll empty the tank is if the 'loop' gets broken and it siphons the tank empty. You wont be able to overflow it because the right amount of water will be there in the first place.

If your still not sure try and post a rough design or something, it might help.

A float switch in your sump tank should prevent this problem (conected to the return pump obviously), in addition some overflow boxes claim to have a self starting syphon. I'm not sure if this is your question, but you do definatly need some sort of overflow box, it means that water is taken from the tank at the same rate it is put back in.

ps. you might want to consider having the tank drilled- more reliable. Also there are lots of resources on the internet on sumps/ trickle filter- have a look at some marine sites (eg. reefcentral) as sumps are far more common on these tanks.
