Filter?

I was wondering if i should have my filter outlet under the water or i should have it above the water level so that the water goes out then back into the tank. When i have it out of the water the tank fills with lots of oxygen bubbles which i think is cool. However, the fish seem to like swimming towards the current in the tank when the filter is under the water but i am scared the current might be too strong for them. Any ideas?
 
If they're swimming into it that indicates that they are enjoying it and probably appreciate some current as its probably their natural habitat. The current is only too strong if you see the fish swimming into it and failing.
 
OK they don't fail at swimming towards it and they seem to enjoy it. However, now there are no oxygen bubbles in the tank but i do have real live plants in there.
 
Don't worry about that. If the water is agitated than you'll likely have enough oxygen.

What fish do you have?
 
When the fish are happy, I decide that all is well in my tanks. The fish will tell you more than any chemical test kit once you learn how to watch them. It is not something we can teach here, so we stick with chemical test results and similar things, but it is still true. If your black neons are enjoying the flow from your filter, they are. I would leave it in a condition that gives the best result in terms of the fish's response. That is a step that we seldom end up discussing here but learning how to read your fish's response to tank conditions is really the essence of become an experienced and successful fish keeper.
