Filter Cleaning And New Heater Questions

Hi guys!
Just a couple of quick questions. First, how do you clean a filter (inside & outside)? What tools do I need? If anyone has a website with instructions that would be wonderful . Second, on my heater, there is this outside lineing that is black and it is peeling off! I'm assuming this isn't good and want to know a new, good, brand of reliable heater that doesn't have that black stuff on the outside.

Since there are many different styles of filter, it would help if you mentioned the brand you have.

All I use to clean hardware is a stiff nylon nail brush, maybe with a little salt...
