I saw this very cool tetra, imagine a neon with just the blue stripe!

The shop had only one packed in another order and said they felt he had been dyed! the strip is straight through the body not at the top as in the injected fish I have seen.

Does anyone know of a natural fish like this? a blue glolight or something?

I have looked them up but can only see good piccies showing organge glo lights.

Dyed fish tend to look like dyed fish if you've seen them before.

There is another characin, Paracheirodon simulans, (Green Neon, Green Tetra, etc.), which very much resembles the fish you describe. Used to come in frequently as an odd one or two in shipments of neons, more frequently Cardinals. Could be you've seen one of these. Has the same basic requirements as Cardinals to which it is closely related.
