They have greeny yellow eyes with large black pupils. In some light it may appear red.
Is the puffer on its own? It sounds like it may be overfed. Each DP sholud have 2-3 frozen brine shrimp a go.
 
DP's shouldn't have red eyes, no. Have you got a photo of said puffer?
 
The eyes are usually blue/green, but mine do have a slight red tint under certain light.

how big are these cubes?!

When you say dwarf puffer do you mean carinotetraodon travancoricus, or do you mean another species, as some people would class red eye red tail puffers as dwarf.
 
Over production of the slime coat can be water quality problems to parasites.
Red eyes can be an injury or bleeding of the eyes.
Any signs of flicking and rubbing there protecting themselves from something.

The cubes are slightly smaller than a single key on a regular sized computer keyboard, more or less.

For a 1" maximum dwarf puffer, this size cube is too big. A friend (Tommo) feeds his three dwarfs six times a week with a 1/4 of a cube, and they still have very fat tummies.
I would recomend feeding much less than this to a single puffer.

Bro (and me!) are allergic to bloodworm

You dont have to touch the bloodworm, you can cut it up with a knife and fork, and can use a knife to feed it to the puffer.
