Dwarf Baby Tears And Kuhli Loaches, Sterba Cory's

I have very fine white sand as my substrate. I am thinking of covering it with Dwarf Baby Tears.

Would Kuhli Loaches and Sterba Cory's be okay with carpeted substrate?
