Dormant period

I was wondering if aquatic plants have a dormant period in winter or whenever the same as other plants. Lately my aquatic plants seem to have stopped growing no matter what I do. I've used aquatic fertilizer, co2 injection and even new lights but they still seem static. Anyone got any ideas what to do now?

what kinds of plants are we talking about here. I know apons have a dormant season in which you need to remove from tank and put in a pot with soil and keep moist in a dark area. Those are the only one's that i'm aware of that have a dormant season.
