I have a 10" high tank and want to plant it, i can't exactly afford proper aquarium lights atm, so would it be possible to use a desk lamp or two, each containing a 40 watt globe, to grow Low - Medium light plants?
 
It's possible... get yourself some of those compact flourescent bulbs (looks like a few small flourescent tubes curled in spirals or 'U' shapes) and make sure the color temperature is between 5000K-6500K or so. You may have to experiment to find out how many lights you need, and they'll need to be close to the tank. I might even point them into the tank from each end rather than from the top.
