Danios cuddling together

Hello all,

What does it mean when my danios are cuddling together in groups of two to four rather than swimming on the surface?

It seems like my danios aren't preferring to swim in the open area. Sometimes they get into small groups and swim along the bottom of the tank.

There may be some leftover food on the surface of the substrate, but I don't have an explanation other than that regarding the behavior. Still, I've just fed them half an hour ago.

I'm using a 10-gallon tank with eight danios. Might be somewhat of an overstock, but the local pet owner said that it's alright.

I'm actually seeing two types of behaviors here. The first type is when they swim erratically up and down the filters (the water goes into the filter at those points). The second type is when they just chill around plants and do nothing.
