That makes about 25 gallons by my calculations. So I'd say there are quite a few cichlids you could keep in there. Depends on what type you want, Rams, dwarf cichlids, or one pair of something like convicts I think would be ok in there.
For loaches, you'd have to get small loaches as clowns would get way too big for a tank that size. Most dwarfs that I know of do better in pairs - like the Blues or Bolivians. I'm not familiar enough with the apistos.
What would be cool is a pair of rams and some cories. You'd just have to be careful if the rams spawned - they can see the cories as invaders and may become aggressive.
With apistos (hard to find and expensive, might I add) it's best to have a male and a couple females, so he doesn't harass a single female to death. My dad's Cockatoo apisto only left his female alone when she had an army of fry, and if he saw that she was in trouble, he would scare off the intruder, even though he didn't hang around the eggs/fry. I'd say get maybe 1m/f blue rams. Loaches that would be fien with them would be striatas or kuhlis. You could have a trio of either. Or, you could have 1m/1f rams, with a small school (maybe 5) tetras, such as neons, with 3 corydoras catfish. No loaches, though.
I disagree, that is 29g uk or somthing but in US gallons its 45-50g witch i say has enough room for 2 Convicts, 2 Blue Acaras and a small catfish/loach of your choice.
You can go with a pair of convicts and little else, but watch out, cos if they breed you're going to end up with loads of little convicts and not a lot to do with them (good excuse for a new tank!!!! ), or you could go with Rams (you may have the same problem!) or Dwarf Cichlids of some type.
Personally, I'd go for a pair of Convicts or Rainbow Cichlids, or Sajicas if you can find them, then have some small loaches (not khulis or they'll probably get eaten!!) or some corys. Then if and when they breed, either see if you can take the fry to your LFS (they probably won't give you anything for them unless you can grow them out a bit) or cull them!
