Cichlid Dying. W/ Video

Can anyone tell me what is wrong with this cutter cichlid. His whole body has white stuff on him and he's dying. I just want to know if someone knows if there is anything I can do for him.

This video is from when he was swimmin around earlier today.. he's floating now, but swimming ocassionally

I don't want to hear about how big the tank is versus how many fish..

35 galloon with around 15 cutter cichlids mostly babies..
this is either the father or mother of the babies..

He's not moving very much and theres a horrible looking film over his eye.. and hes looking really rough.. none of the other fish have this

the ph should be 7.0 as I just adjusted it..
I don't know what any of the other levels are..

It looks like he has a disease.. Also what are cutter cichlids life expectancy?

Sorry that youtube messed up the quality of the video, the side that looks crazy is shown at first... he's sitting in the tank upside down now and his eyes are completly black but they move a little everyonce in a while.. I'm wondering if I should just put him out of his misery before he contaminates the rest of the community
