Center Fish For 8 Gallon Tank

I have set-up from last 5 months 8 Gallon fresh water tank with some plants and 9 Neon Tetra fish. I am trying to add some ghost shrimp or cherry shrimp whichever available. Now I was looking for some centre piece of fish keeping above fishes.

Kindly advice me also that should I add shrimp and another centre piece fish after having 9 Neon Tetra
 
In all honesty, that's pretty much fully stocked. If you are desperate to add something in, how about a single fighter (male or female) or even possibly a male dwarf gourami.
 
add a pair of guppies or pair of small teltra fish
 
If you do decide on one, perhaps a single honey gourami, or a female betta, or something of that ilk. There's plenty of small labyrinths, they're probably the best option because most other 'genres' of fish aren't really suitable.
 
I think you're overstocked, to be honest. I wouldn't advise keeping neons in under 10G as they generally more than double in size from the size you get in shops and are very active fish when in the right environment.

If you really want to add something, a female betta is a good option (assuming she is OK with tank-mates). Most gouramis like to be in pairs or small groups and male bettas are at huge risk of being fin-nipped by tetras. You don't want to add a pair of tetra or something like that because they are shoaling fish and you'd need 6 or more - something you don't have room for.

I would advise leaving it as it is though and ideally upgrading to a 10+ gallon for the tetras. They may be small but it's a newbie mistake to assume small fish = small tank.
 
maybe some kind of goby (non-brackish though) but i cant recommend a specific species

also, i would think a male fighter would be just as fine as a female provided u got a plakat/wild type or other short fin male
