Can small filter be added to tank

I have a small filter from an old 20litre tank that I want put into help with filtration. It has been sitting for a while- maybe a year since we had tadpoles in it. It is very dry now. Is it ok to put in the tank just as it is?

Yeah. I would rinse it out to clear any debris but other than that should be fine.
